It is an entity established by Cabinet Resolution No. (379), dated 7/7/1443 AH, corresponding to 2022/02/08 A.D. to govern occupational safety and health at the national level, coordinating roles among the relevant entities, and monitoring the implementation of the requirements of the National Policy for Occupational Safety and Health. The key roles and responsibilities of the Council include:

  • Reviewing legislations, regulations, rules, programs, and any other regulatory tools related to occupational safety and health, and proposing necessary amendments in accordance with legal procedures.
  • Establishing an effective and comprehensive occupational safety and health monitoring and evaluation system in coordination with relevant authorities.
  • Developing a comprehensive national program for reporting workplace accidents, injuries, and occupational diseases, and documenting reports and investigation results in coordination with relevant authorities.
  • Providing consultations and technical support in the field of occupational safety and health.
  • Developing and approving a clear and defined governance framework for occupational safety and health at the national level to ensure an effective and flexible system for implementing occupational safety and health regulations in the workplace, in coordination with relevant authorities.
  • Enhancing cooperation between employers, employees, and their representatives to promote occupational safety and health.
  • Promoting awareness of the importance of occupational safety and health in coordination with relevant authorities.

Approving national programs and initiatives related to occupational safety and health in coordination with relevant government authorities.

The program aims to qualify, train, and develop the competencies of human resources in the field of occupational safety and health through two tracks: Practitioner and Professional. Participants receive a Council-accredited certificate enabling them to practice the profession of occupational safety and health.

The National Council offers 22 awareness and training programs free of charge through its platform. Some of these programs are translated into 8 different languages to raise and enhance workers’ awareness of occupational safety and health requirements across various sectors.

This decision comes within the framework of preserving the safety and health of workers and protecting them from potential health risks, and providing a healthy and safe work environment according to international occupational safety and health standards. It is effective from 15 June to 15 September 2025, from 12:00 PM to 3:00 PM.

The beneficiaries of the Council’s services include government entities, the private sector, the non-profit sector, employers, and workers.

It is a comprehensive framework for assessing the physical and mental fitness of employees/workers to ensure their ability to perform their job tasks efficiently through pre-employment and periodic examinations based on the type of occupation, associated risks, and accompanying symptoms. The regulation also aims to enhance workplace prevention, improve quality of life, and promote the general health of workers, positively impacting their safety, performance, and productivity.

Sensitive occupations (high-risk professions) constitute approximately 10–12%, totaling 222 occupations from the unified Saudi occupational classification. These include some service occupations, such as transportation, industrial, construction, or operational jobs, including operating heavy equipment like cranes, among others. Special occupational medical examinations are required according to the nature of the occupation, risks, and work-related symptoms, whether chemical, physical, biological, or psychosocial.

The responsibilities of an organization include providing a safe work environment, training employees on safety requirements, reporting accidents or injuries, complying with regulations and rules, and cooperating with the Council or relevant authorities during investigations or periodic inspections.

Benefits include increased compliance with regulations, reduced accidents and injuries, improved organizational reputation, higher productivity, attraction of talent, and contributing to a safer and healthier work environment.

The conference is held in the second quarter of each calendar year, coinciding with the World Day for Safety and Health at Work.

  • Highlighting modern technical and scientific models and guidelines in the field of occupational safety and health and encouraging research and studies in this field.
  • Sharing the Kingdom’s legislative, regulatory, and executive experience in occupational safety and health at both local and international levels.
  • Presenting the challenges and obstacles facing the field of occupational safety and health.

Supporting major projects launched by the Kingdom and derived from Saudi Vision 2030.

The National Comprehensive Program for Reporting and Investigating Workplace Accidents, Injuries, and Occupational Diseases aims to conduct investigations, document reports and investigation results related to workplace accidents, injuries, and occupational diseases, develop an electronic system, automate reporting, and standardize forms among all parties involved in accident investigations. The program also includes qualifying and training investigators to enhance resources and capabilities in this field.

It is a training program aimed at providing candidates with the knowledge and skills that determine an investigator’s competence through two tracks:

  • Investigation Team Leader Track
  • Investigator Track

It includes values, principles, concepts, work methodologies, mechanisms, and evaluation and measurement standards based on global best practices. This is achieved through an advanced electronic system that issues compliance certificates following field verification and conformity checks.
